“There is No Special Election in St. Francois County for 11-4-25. In Missouri, odd years only have a guaranteed election in April, The General Municipal election for cities, schools, colleges, fire, water, etc. August and November elections in odd years only occur if an entity of the county calls/submits paperwork with what they are placing on the ballot, minutes from a public meeting where the entity announced they were putting something on the ballot, and a sample of how they want it to appear. If an entity calls for a Special Election, it is only for residents in their district (such as inside City or a School District).
